In 2003, the Township of Langley abandoned plans to build a new civic facility and decided to purchase and renovate an existing four-storey office building. The architectural challenge was to convert a fairly non-descript office building into a facility that provides a civic presence in Langley and acts as the flagship of the Township’s municipal activity. The Township of Langley Council also wanted to demonstrate leadership in implementing sustainable practices in their new facility.

The conversion included a re-working of the primary corner to give the building a significant new civic entry off 65th Avenue, the insertion of a new mezzanine floor, new presentation theatre, the Muriel Arnason Branch Library, a recreation centre and a community police office. The vacant floors were fitted out to provide municipal office space for over 200 staff, as well as customer service departments. This conversion was carried out under LEED® guidelines through the Commercial interiors program and achieved LEED® Silver certification.

The design transforms the old building into a landmark in the Willowbrook area of Langley, and provides the Township with a new home to provide better service to its citizens.
